Full Breakdown
Hanford Municipal Code Chapter 15.56 implements the state Solar Rights Act and AB 2188 for small residential rooftop solar systems (10 kW AC or 30 kW thermal or less, on single- or duplex-family homes). The building department runs an administrative, nondiscretionary review: a complete over-the-counter application is approved the following business day, and a complete electronic application within three business days. Denial requires written findings of a specific, adverse safety impact with no feasible mitigation, and can be appealed under Chapter 1.08.
Violations & Fines
There is no penalty on the applicant here: the obligation runs the other way. Missed statutory timelines can be challenged through the Chapter 1.08 appeal process, and the city cannot condition approval on HOA sign-off.
