Full Breakdown
Under VMC Chapter 15.80, the building department runs an administrative, nondiscretionary review for small residential rooftop solar systems (up to 10 kW AC or 30 kW thermal on single- or duplex-family homes). The process is governed by a published standard plan and checklist. Only one inspection is required, scheduled within two business days with a two-hour window. Electronic submittals and electronic signatures are accepted. The building official can require a use permit only if substantial evidence shows a specific adverse impact on public health or safety: that decision may be appealed to the Building Advisory Committee.
Violations & Fines
If a use permit is ultimately required and denied, the applicant may appeal to the Building Advisory Committee and/or planning commission. Conditions imposed must be the lowest-cost method to mitigate the specific adverse impact.
