Ames regulates solar panels through a dedicated Solar Energy System (SES) Zoning Permit process in Sec. 29.1309(9) and (10), distinct from the building permit needed for the physical installation itself. The application, prescribed by the Planning & Housing Director, must include a scaled plot plan showing existing structures, the proposed system, property lines, setbacks, rights-of-way and a utility diagram; elevation views and dimensions; manufacturer photographs and a spec sheet listing system capacity; and, for a system claiming a 'no-visibility' exemption from abutting streets, demarcation posts, rods or balloons so staff can confirm the visibility claim on-site.

A property within a Historic District Overlay or on a Landmark must also submit a Certificate of Appropriateness from the Historic Preservation Commission. The Director reviews the completed application for compliance with the section's setback, height, location and size standards; an approved application becomes the SES Zoning Permit itself, after which the applicant is authorized to pursue any other required building permits before installation begins. Any denial must be issued in writing and supported by substantial evidence in a written record, and the Director may revoke an issued permit if the system is later found not to comply.

Some systems skip the zoning permit entirely under Sec. 29.1309(6), including any system four square feet or smaller, passive systems built into the structure, and all roof-mounted systems; larger front-yard or front-wall-mounted systems instead need a separate Solar Energy System Special Use Permit from the Zoning Board of Adjustment under Sec. 29.1309(11).
