Carrollton, TX Solar Energy: Panel Permits (2026)

Carrollton's general Code of Ordinances, Chapter 31 (Comprehensive Fee Schedule), Section 31.01(B)(2), lists specific permits by type and fee; the entry for solar panel sets the fee at $125.00, alongside related accessory-system permits such as wind turbine at $75.00 and rainwater harvesting at $25.00. That fee is charged for the building permit the city requires before a solar array goes up, on top of any electrical or structural inspection the Building Inspection division runs under the same chapter.

Separately, if the property sits inside a homeowners association, Texas Property Code Sec. 202.010 controls how much the HOA can restrict the installation itself. Subsection (b) bars a POA from including or enforcing a covenant that prohibits or restricts installing a solar energy device, and (c) voids any provision that does. Subsection (d) then lists the narrow exceptions a POA can still enforce: a court-adjudicated public-health or legal violation, a device on POA-owned or commonly owned property, a roof-mounted panel that extends higher than or beyond the roofline, a panel whose frame, support bracket or visible piping or wiring is not silver, bronze or black, or a device installed without prior approval by the property owners' association or a review committee that decides within a reasonable period. Subsection (e) adds that the association cannot withhold approval for a device that meets those conditions unless it finds in writing that the placement substantially interferes with a neighbor's use and enjoyment of their land.
