Council Bluffs Municipal Code Section 13.01.301, Permits, requires a separate, appropriate permit before any building, structure or building service equipment regulated by the code and its technical codes is erected, constructed, enlarged, altered or repaired, and requires that permit to come from the building official; a rooftop or ground-mounted solar panel array is wired equipment covered by that requirement, so a homeowner or contractor must obtain an electrical permit before installing one. The city's Schedule of Fees, Section 2.08.040, lists solar systems as their own line item under Electrical Code Permit Fees, cross-referenced there to CBMC 13.16.120: a residential home solar panel system mounted to the roof or ground carries a flat $100.00 fee, while a commercial or industrial building solar panel system carries a flat $250.00 fee, regardless of the array's wattage or panel count.

Those flat fees stand apart from the city's separate contractor-registration structure, which also requires anyone doing business in Council Bluffs as a Solar Contractor to register biennially under CBMC 13.07.120. Because the fee schedule folds solar permits into the electrical permit category rather than a stand-alone solar ordinance, an installer applying for a solar permit follows the same building-official application and inspection process as any other electrical permit: submit plans, pay the applicable flat fee, and pass the inspections the building official's office schedules before the system is energized.

Section 2.08.030 allows the city council to waive fees under this chapter for city-owned projects, but no waiver applies to private residential or commercial solar installations.
