Davenport allows rooftop and ground-mounted solar as an accessory use citywide, subject to building and electrical permits. Municipal Code Section 17.09.030 caps roof-mounted panels at 18 inches above a pitched roof and freestanding systems at 10 feet.
Section 17.09.030(S), updated by Ordinance 2024-522, treats solar as a permitted accessory use. Panels may be building-mounted or freestanding but must not direct glare onto nearby properties or roadways. Roof-mounted panels rise no more than 18 inches above a pitched roof, or six feet above a flat roof up to 40 feet tall, and are excluded from building-height limits. Freestanding arrays max out at 10 feet, dropping to four feet with a six-foot lot-line setback in front and corner side yards. Accessory installations require a building permit under Section 17.09.040, plus an electrical permit and utility interconnection. Utility-scale solar is regulated separately.
Installing solar without the required building and electrical permits triggers zoning enforcement under Chapter 17.16 — correction notices and a retroactive permit; systems exceeding the height or setback limits must be brought into compliance.
