Dubuque, IA Solar Energy: Panel Permits (2026)

Dubuque City Code chapter 14 of title 14, Solar Thermal System Permits and Inspections, defines a solar thermal system as equipment that directly converts and then transfers or stores solar energy into usable thermal energy (14-14-1). Section 14-14-2 requires a permit from the city manager or the city manager's designee for the installation of, or alteration to, a solar thermal system, with required information attached to the application as the city manager sets. The permit application under 14-14-3 must include the applicant's name and address, business name and any solar thermal license number, the project address, a plot plan showing the proposed collector location and any tree or structure that presently casts a shadow within 20 feet of it, and detailed drawings of all piping, pumps, blowers, wiring, storage vessels, dampers, valves, insulation and the backflow prevention device.

Inspections are required prior to activation of the system (14-14-4). Section 14-14-5 caps shading of the solar path diagram at no more than 15 percent obstructed between 9:00 a.m. and 3:00 p.m. throughout the year. Chapter 13 of the same title separately licenses solar thermal installers, requiring NABCEP certification or completion of a 40-hour Northeast Iowa Community College course plus two training installations, though a homeowner installing or altering a system on their own residence is exempt from that installer license if they hold the NICC certification or equivalent city manager-approved training (14-13-7). Minimum design and materials standards for liquid systems, insulation, storage tanks and heat transfer fluid follow the 2009 Uniform Solar Energy Code (14-14-6, 14-14-9).
