5's mandate for an expedited local solar process, applies to systems no larger than 10 kilowatts AC nameplate rating or 30 kilowatts thermal installed on a single or duplex-family dwelling. 030 requires the applicant to verify, at their own cost, that the roof structure can carry the added wind, seismic, dead and live loads, and that the existing electrical panel, subpanel and wiring can handle the new photovoltaic load. 020(C); electronic signatures are accepted in lieu of a wet signature. 040, an eligible project receives only one inspection, which the building official may combine with a fire chief walk-through; a failed inspection triggers a follow-up that does not have to meet the single-inspection standard.

050 requires the building official to deem a checklist-compliant application complete and administratively approve it, issuing a written correction notice for anything deficient. Approval does not authorize grid interconnection, which the applicant must separately obtain from the utility. The building official can require a minor use permit only on substantial evidence of a specific, adverse public health or safety impact with no feasible mitigation, and that decision is appealable to the Planning Commission.
