Chesterfield County, VA Soliciting & Door-to-Door: No-Knock Registry (2026)

County Code § 15-164(b) lists the specific unlawful acts for permitted solicitors. Subsection (3) makes it unlawful to enter upon any residential premises for soliciting when the owner or occupant has displayed a 'No Soliciting' sign or similar sign on the property, giving residents a self-help way to opt out of visits entirely. , local time, on any day, regardless of whether a sign is posted. The same section also makes it unlawful to remain on a property after the owner or occupant asks the solicitor to leave, to enter under false pretenses, to knowingly give false information on a permit application, to interfere with pedestrian or vehicular traffic while canvassing near streets, or to fail to provide a signed duplicate order or invoice showing the seller's name and address, the goods sold, the price, and any amount paid in advance.

These rules apply on top of the base requirement in § 15-162 that a solicitor first hold a valid county permit; the exemptions in § 15-166 for invited guests, charitable and religious representatives, newspaper carriers, and other listed categories carry over from the permit requirement to these hour and sign restrictions as well, since exempt persons are outside the article altogether.
