Section 13-231 makes it unlawful for any transient merchant, peddler, or solicitor to approach a residence or business displaying a "no solicitation" or "no solicitors" sign. Separately, Sec. 13-210 sets citywide hours for residential door-to-door selling or soliciting: no earlier than 8:00 a.m. and no later than 7:00 p.m., and soliciting is unlawful at any time on Sundays. Before canvassing at all, the soliciting entity must register with the city collector (Sec. 13-226), providing its manager's contact information and the anticipated sales period, and pay a $150 fee for a registration valid no more than 14 days (Secs. 13-227, 13-229).
