Sec. 82-1 lets any city resident get a free 'no soliciting/no peddling' decal, or a paid sign, from the city clerk; posting it puts peddlers and solicitors on notice not to approach that address. Separately, no peddler or solicitor may knock, ring a doorbell, or otherwise seek entry at any residence between 7:00 p.m. and 10:00 a.m. standard time, or 8:00 p.m. to 10:00 a.m. during daylight saving time. Peddlers and solicitors must also hold a $40 principal permit and a $5 individual permit, carry photo ID, and honor any posted 'no soliciting,' 'no peddlers' or 'no trespassing' notice.
