Texas City, TX Soliciting & Door-to-Door: No-Knock Registry (2026)

Section 115.002 turns a posted sign into an enforceable no-knock rule. It covers the peddler subchapter (§§ 115.015 through 115.034) and the charitable solicitation subchapter (§§ 115.070 through 115.076). Where a residence has a weatherproof sign or card in a conspicuous place upon or near the main entrance, it is unlawful to go onto the premises to solicit and ring the doorbell, knock on the door, or create any sound to attract the occupants' attention. The card must be not less than two inches by four inches, and the letters not less than one-half of an inch high.

It works if it bears "no solicitation," "no peddlers," "no trespassing," or any form of the word solicit, peddle or trespass. The itinerant vendor subchapter (§§ 115.045 to 115.057) is not named in § 115.002. The hours rule sits in § 115.016(G): door to door solicitations take place only between 10:00 a.m. and 6:00 p.m. The same section bars peddlers and vendors from continuous auditory noise such as music boxes or bells in residential areas, permits intermittent noise only between 10:00 a.m. and 6:00 p.m., and keeps them from soliciting on streets in or around city-owned properties where "no soliciting" signs are posted.

Routes are limited to residentially zoned areas, excluding neighborhoods whose deed restrictions preclude the activity, and are prohibited within one block of school grounds on school days during school hours and one hour before and after. Solicitors must carry the city permit and display it prominently at all times, and applications go through the Police Department, whose Chief's designee runs a background check on each applicant.
