West Haven, CT Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 174 of the West Haven Code, Peddling and Soliciting, was amended in its entirety by the City Council on 5-12-2025. It regulates people who solicit orders of purchase for future delivery of goods, wares or merchandise door to door, on any street or highway, or by telephone in the City of West Haven, and it sets the hours and the household-level limits that apply to them.

Hours come from § 174-5. A license to solicit entitles the holder to solicit orders within the City of West Haven between the hours of 9:00 a.m. to dusk for the goods, wares or merchandise specified in the application. The holder must have the issued photo identification badge in their possession at all times while soliciting and must exhibit it at any time on request by any police officer of the City of West Haven or any purchaser or prospective purchaser.

The posted-sign rule is in § 174-6 C. It is a violation of the chapter to solicit on a property that has a sign clearly posted "no soliciting or no sales," or with similar language to that effect. The fine is $250 for each such offense. A homeowner or tenant in West Haven who wants the rule to apply needs a sign that is clearly posted.

Section 174-6 D adds a frequency limit aimed at businesses. It is a violation for any single business or entity to solicit at the same property more than one instance during a period of six months between such solicitations, and each such violation is punishable by a $250 fine.

The license itself is issued by the West Haven Police Department for one year, and unlicensed soliciting carries its own $250 fine for each residence solicited (§ 174-6 A). Salesmen selling goods to retail or wholesale stores for resale are outside the chapter (§ 174-7).
