Contra Costa County Ordinance Code Chapter 54-6 regulates commercial door-to-door solicitors. Commercial solicitors (magazine sales, home improvement, alarm systems) must apply for a Solicitor's Permit from the County Sheriff's Office, submit to fingerprinting and a background check, and carry photographic identification while soliciting. Soliciting hours are limited to 9:00 AM to sunset (or earlier posted household time). Solicitors must immediately leave a premises displaying a 'No Soliciting' or 'No Trespassing' sign and cannot ring the bell or knock at such properties. Federal Supreme Court precedent (Watchtower v. Stratton, 2002) prohibits permit requirements for non-commercial canvassing including religious, political, and charitable solicitation β these activities remain protected by the First Amendment. Violations are infractions with fines up to $500 and can lead to permit revocation.
