Section B7-145 makes it unlawful to engage in the business of peddler or solicitor, or go door to door, house to house or street to street for that purpose, without first obtaining a permit under Division B7, Chapter VII. Section B7-151 requires a sworn application on a sheriff-provided form disclosing the applicant's identity, birthdate, home and business addresses, employer relationship, product or service description, prior criminal convictions, two photographs, and a thumbprint. The sheriff investigates the applicant (Section B7-154) and, for food or health-related goods, the county health officer reviews equipment and facilities (Section B7-153); a five-dollar application fee is charged up front and is not refundable (Section B7-152).

Once approved, Section B7-160 sets permit fees at one hundred fifty dollars per year for each person or business engaging peddlers or solicitors (plus five dollars per employed peddler or solicitor), and sixty dollars per year, or fifteen dollars per quarter, for an individual acting alone. Section B7-148 bars soliciting at any premises posted with a 'No Peddlers or Solicitors' sign and bars soliciting between sunset and sunrise. Honorably discharged veterans are exempt from all permit fees under Section B7-147, though they remain subject to every other requirement.

Religious, political or charitable solicitors are exempt from the chapter under Section B7-146(G) only if at least seventy-five percent of funds collected go to the stated cause.
