San Ramon regulates commercial solicitation through its business license code and state law, within the framework of the First Amendment. Any person conducting door-to-door commercial sales (roofing, solar, alarms, water treatment, magazines, etc.) must obtain a San Ramon Business License before operating in the city. Some solicitation categories - particularly those involving home-improvement sales - require additional CSLB (Contractors State License Board) licensing and bond. San Ramon may also require a Solicitor or Peddler Permit with photo ID and background disclosure, under Penal Code 647(h) which prohibits loitering on private property for unlawful purpose.
