(2) Register phones with the National Do Not Call Registry (donotcall.gov) to block commercial telemarketing calls under the federal TCPA and California Public Utilities Code. (3) Opt out of pre-approved credit and insurance offers at optoutprescreen.com. (4) Register for DMA mail preference and direct mail opt-outs. Note that non-commercial canvassing (political, religious, nonprofit fundraising) remains protected by the First Amendment under Martin v. City of Struthers (1943) and Watchtower v. Stratton (2002); a No Soliciting sign applies to such visitors if residents post clearly, but its enforcement differs. Religious groups in particular are protected against outright bans, though they must respect posted No Soliciting signs. Reporting procedure: if a commercial solicitor ignores your posted sign, note the person's description, company name, vehicle, and time, then call the Sheriff non-emergency line at (925) 646-2441. Business License violations can additionally be reported to San Ramon Finance (Business License) or Code Enforcement. California AB 1785 and SB 1541 have addressed some solicitation abuses but have not established a municipal registry system; local governments would need to adopt one affirmatively.
