Unlike a handful of California cities (Fremont, Livermore) that run opt-in "No Knock" registries for residents, Pittsburg relies on the traditional mechanism of posted signs at the residence. Under Pittsburg's solicitor ordinance, no commercial solicitor may enter the premises or knock at the door of any residence where a "No Soliciting," "No Peddlers," or "No Trespassing" sign is posted in a location reasonably visible at the entrance. Violation is an infraction under the ordinance and can also be charged under California Penal Code Β§602(o), which makes it a trespass to refuse to leave private property after being asked by the owner or the owner's agent (or where notice to stay off is posted). Because the sign itself is notice, no verbal warning is required before citation. The First Amendment limits on permit requirements for religious or political canvassing do not override the homeowner's property right to post and enforce "No Soliciting" signs - Watchtower v. Stratton itself noted that homeowners retain the right to refuse solicitations at their door. Residents concerned about unwanted calls (vs. in-person) should use the federal Do Not Call Registry (donotcall.gov) and California's Shine the Light law (Civil Code Β§1798.83). For repeated or aggressive violators, photograph the badge/vehicle and file a complaint with Pittsburg PD; persistent problem solicitors can have their city permit revoked.
