Every peddler in Brownsville must hold a permit from the chief of police before soliciting orders or selling. The process demands a written application, fingerprints and a photograph, a $2,000.00 surety bond, and a fee scaled from one day to one year.
Chapter 22, article IX, division 2 governs the permit. The application states the applicant's name and address, whom they represent, the goods or services offered, whether payment is taken before delivery, the period sought, any felony conviction with full circumstances, and the last five cities worked. The applicant submits to fingerprinting and photographing by the chief of police, kept as a permanent record. The bond runs to $2,000.00 and covers final delivery plus defects discovered within 30 days. Fees run $5.00 for one day up to $100.00 for one year. No permit exceeds one year, and the city secretary signs and dates each one.
