Campbell County, KY Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 112 of the Campbell County Code covers door-to-door solicitation in the unincorporated area of the county. 01 requires any and all door-to-door solicitors to register with the County Police Department before beginning solicitation, disclosing their name, address, the firm employing them, and the time period during which they intend to solicit in the county. 02 follows up on that registration: once registered, the County Police Department issues a permit, and the solicitor must carry that permit on their person while soliciting door to door.

The same section carves out one exemption, students from local schools do not need to register or carry a permit under this subchapter, which in practice covers school fundraising drives like candy or magazine sales. The rule reaches only the unincorporated part of Campbell County; solicitors working inside Newport, Alexandria, or the county's other incorporated cities are subject to those cities' own permitting ordinances instead. The chapter has stood unchanged since it was adopted by Res. R-46-75 on October 20, 1975, and enforcement runs through the County Police Department rather than a separate licensing office, meaning the same agency handles both registration intake and permit issuance for canvassers, peddlers, and other door-to-door solicitors operating in the county.
