Effingham County, GA Soliciting & Door-to-Door: Solicitor Permits (2026)

The Board of Commissioners adopted this permit system to cut down on criminal activity and abusive sales tactics at residents' doors while still allowing legitimate commerce; it exempts bona fide charities, nonprofits, and school groups like PTA or booster-club fundraisers. To solicit, a person files an application with the Effingham County Sheriff's Office, which within ten days checks its own complaint records and the GCIC/NCIC crime database, and may run a Better Business Bureau check at its discretion. A pending charge or conviction for a crime of moral turpitude or for assault and battery, or a civil judgment for fraud or deceit, blocks the permit outright, and the applicant must already be registered with the Georgia Secretary of State and hold a valid business license.

The sheriff's office sets the permit fee, and a permit lasts six months before it must be renewed. Every solicitor must wear a badge with name, company, and ID number readable from ten feet, and must hand each resident an information card naming the sheriff's complaint line before pitching anything; a 'no soliciting' sign bars entry onto that property entirely. The sheriff's office logs every complaint and can suspend a permit after just one complaint against an individual or three against the organization he represents, and can revoke a permit outright once a violation is confirmed. A denied or suspended solicitor can appeal to the Magistrate Court of Effingham County and beyond that as state law allows.
