Fayetteville's door-to-door rules live in Code §116.02, enacted by Ordinance 5593 in 2013. A principal (the company whose goods or services are sold) buys a $40 solicitor/peddler permit that expires December 31, and must also hold a city business license. Each individual peddler or solicitor obtains a separate $5 permit, provides photo identification, swears they have no disqualifying convictions, and submits an Arkansas State Police criminal background check; anyone convicted of a felony or a theft, sexual, or violent misdemeanor in the past five years is denied. Solicitors may not knock before 10 a.m. or after 9 p.m. Political and religious canvassers are exempt.
Soliciting without a permit or outside allowed hours is a nuisance under §116.02(F), punishable by fines up to $500 per offense under §10.99.
