After the background check is completed by the county sheriff's office, the applicant shall return the application form and background check form to the county clerk. If the background check form shows that there are no outstanding warrants against the applicant and the applicant has not been convicted of a crime of moral turpitude within the past ten years, then upon the payment of the license fee by the applicant, when required, the county clerk shall issue a license and provide a copy of the same to the applicant and the sheriff of the county.
