(a)It shall be unlawful for any person to panhandle or solicit within the county (excluding the corporate limits of any municipality within the county) without first obtaining a permit pursuant to this section. 5-57. Under subsection (b), the board of commissioners sets the permit fee based on the sheriff's reasonable cost of processing it. The notarized application must list the applicant's name, birth date, address, and phone number; any employer or principal's information; photo identification; a description of the activity and any goods or services offered; the applicant's physical description; every misdemeanor and felony charge or arrest within the past seven years; and any vehicle used along with its license plate.
Subsection (d) gives the sheriff five days to approve or deny the application. Approved permits, per subsection (e), must be carried at all times and shown to any prospective customer or officer on request; altering or misusing a permit is itself unlawful. Subsection (g) sets each permit to expire six months after issuance, renewable for unlimited additional six-month terms if the holder stays in compliance. Subsection (h) lets the sheriff deny, suspend, or revoke a permit for an incomplete application, fraud or false statements, prior ordinance violations, a felony conviction, or a misdemeanor conviction for larceny, fraud, forgery, counterfeiting, or breaking and entering.

Soliciting or panhandling in the unincorporated county without the required permit is punishable under Section 7.5-57 as a Class 3 misdemeanor under G.S. § 14-4(a), with a fine of up to $500.00. It is also separately unlawful under Section 7.5-56(e) to alter, falsify, lend, or use another person's permit, and the sheriff may revoke a permit outright for ordinance violations or disqualifying convictions.
