Paterson, NJ Soliciting & Door-to-Door: Solicitor Permits (2026)

City Code § 367-3 bars canvassing or soliciting door-to-door, place-to-place, or person-to-person in Paterson without first registering with the Director of Public Safety (or the Chief of Police in his absence). Under § 367-4, applicants must disclose the sponsoring organization, every solicitor's name and description, vehicles used, and any prior criminal convictions, plus two 2x2 photos of each solicitor. Registration costs $25 (§ 367-5), runs for up to 30 days (§ 367-7), and must be worn visibly on outer clothing at all times. Canvassing is limited to 9:00 a.m. to 5:00 p.m., Monday through Saturday. Charitable, religious, and civic groups can skip the fee and detailed disclosures under § 367-9 by filing a shorter notice instead.
