Shenandoah, TX Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 18, Article II of the Shenandoah, Texas code of ordinances (Montgomery County) regulates itinerant vendors, merchants and peddlers, defined in Sec. 18-31 as anyone selling goods, wares, services or merchandise who lacks a permanent, owned-or-leased place of business in the city for at least 180 days, or who goes door to door soliciting orders. Sec. 18-32 and Sec. 18-48 make it unlawful to engage in that business, or to solicit at all, without first obtaining a permit from the Special Services Division of the Shenandoah Police Department during regular city hall business hours.

Sec. 18-37 bars anyone under 18 from soliciting, bars causing a child ten or younger to solicit outside of nonprofit programs like Girl Scouts, and confines all sales to private property, off any roadway or right-of-way.

The police department may deny or, after notice and hearing under Sec. 18-56, revoke a permit for fraud, a disqualifying conviction, or conduct endangering public safety, with an appeal available to the city administrator under Sec. 18-57.
