Chapter 117 of the Sioux Falls Code of Ordinances governs peddlers and vendors. Under § 117.020, no person shall peddle, solicit, or canvass door-to-door without a valid city permit issued by the Police Department. Applicants must submit an application, pay a nonrefundable $35 fee, and consent to a background investigation under § 117.022. A $1,000 surety bond is required. Permits are issued per person, not per company. Sidewalk vendors operating on public ways have additional regulations. Religious and charitable canvassing may be exempt from the permit requirement under First Amendment protections.
Operating without a required permit is a misdemeanor; fines up to $500 and/or imprisonment up to 30 days under the general penalty § 10.999.
