Sparks Municipal Code Chapter 5.36 makes it unlawful to peddle or solicit door to door without first obtaining a work permit from the chief of police (SMC 5.36.030). Applicants apply through the police department under Chapter 5.22, and the permit is valid for one year. Solicitation is allowed only on days other than Sundays and holidays, between 9:00 a.m. and 6:30 p.m. or sunset, whichever is earlier. Interstate-commerce sellers, disabled veterans, blind persons, and Nevada agricultural growers may qualify for fee-exempt permits. Religious and political canvassing are protected speech and are not treated as commercial soliciting.
Soliciting without a permit, or outside the permitted hours and days, is a misdemeanor. The chief of police may suspend or revoke a permit for misrepresenting goods, disorderly conduct, or entering premises without consent.
