Springfield, MA Soliciting & Door-to-Door: Solicitor Permits (2026)

Springfield City Code § 279-38, part of Chapter 279's Article VII, Door-to-Door Sales (adopted 1-12-2015), bars anyone from engaging in door-to-door sales in the City of Springfield, Hampden County, Massachusetts without a license from the Police Commissioner or designee. 'Door-to-door sales' is defined at § 279-39 as in-person solicitation of goods or services by entering residential property or soliciting someone on residential property from an adjacent street or sidewalk, without prior invitation. Licenses run one year from issuance under § 279-42, and residents of Springfield under age 18 are exempt from the $25 fee. Licensees must carry and exhibit the license to police on demand under § 279-43.
