Whitfield County Code Chapter 10, Article III, adopted November 10, 2025 (Ord. No. 2025-1110), regulates canvassers, solicitors and peddlers who approach residences or businesses in the unincorporated county without a prior invitation. Sec. citizen or lawfully present, and to file for and receive a permit from the county clerk before soliciting; applicants who solicit door-to-door in residential areas must also submit photos of every vehicle they will use, including the license plate, to the Whitfield County Sheriff's Office. Employees of a business must show proof of employment and written owner permission; independent contractors must apply individually.

Sec. 00, and all fees are nonrefundable. Sec. 10-46 requires a criminal history check and Sheriff's Office fingerprinting, run through the Georgia Bureau of Investigation and FBI. Sec. 10-47 disqualifies anyone under 18 or convicted of a crime of moral turpitude or related offenses. Sec. , bars it entirely on Sundays and holidays, caps calls to one per address per business every six months, and requires solicitors to honor 'No Solicitation' signs and leave when asked. Sec. 10-49 exempts constitutionally protected activity, 501(c)(3) charities, minors working for nonprofits, and locally enrolled student solicitors from the permit requirement.

Violations & Fines

Soliciting without a permit, or violating the permit's terms, subjects a person to citation punishable under O.C.G.A. § 36-1-20(b), and the Whitfield County Administrator can revoke the permit of any solicitor or group after a complaint, investigation and a chance to be heard, under Sec. 10-52.
