Antioch, CA Special Events & Permits: Block Party Permits (2026)

11(A) authorizes the City Engineer to temporarily close any street or portion of a street for celebrations, parades, local special events, and similar purposes whenever closing is necessary, in the Engineer's opinion, for the safety and protection of people using that part of the street during the closure. Subsection (B) lets event sponsors authorize selected vendors and concessionaires to operate inside the closed area for the convenience of the public and to charge those vendors a fee that helps recover the sponsor's costs, including liability insurance, utilities, security, and barricades, as well as for fund-raising; sponsors can also limit vendor types to avoid oversaturation of any one kind of good or service.

Subsection (C) lets the Finance Director authorize sponsors to collect business license fees from vendors and concessionaires and issue badges, certificates, or other proof of payment, which the sponsor must remit promptly to the Finance Director. Subsection (D) makes it unlawful for anyone to sell or advertise goods, food, beverages, or services on the closed street or in adjoining parking lots without having paid both the business license fee and the sponsor's vendor fee and without displaying the required badge or certificate. 10: a neighborhood block party or local event that involves only a street closure, not a parade or motorcade procession, is authorized through the City Engineer rather than a Chief of Police parade permit.
