Sec. 13-20 makes it unlawful to organize, conduct, or participate in a Special Event on City streets or on public or private property without a permit issued by the City Manager or a designee. The section defines Special Event broadly to include, among other things, city co-sponsored events, festivals, carnivals, concerts, parades, walks, races, fund-raising sales, block parties, and grand opening promotions, wherever the gathering substantially blocks the usual flow of traffic or occupies a public area to the exclusion of the general public. An organizer files an application with the appropriate fee on City-provided forms; the City charges a fee even for events that are later cancelled, and incomplete applications can be denied outright, though the City Manager may waive filing deadlines case by case.

Under Sec. 13-20(d), a permit must issue unless the application is incomplete or inaccurate, required conditions are unmet, the event would unduly burden police, fire, EMS, water, sewer, or solid waste services, or the fees remain unpaid. Approved permits carry standing conditions: the organizer must restore the public area to its prior condition and may be required to post a refundable security bond, submit a detailed site plan showing tents, portable toilets, parking, stages, and booths along with setup and breakdown times, provide indemnification and insurance naming the City as an additional insured, and file copies of all other required permits with the City at least five business days before the event.
