003 of the Independence City Code gives the Director of Municipal Services authority to close 'any street, section of any street, or right-of-way' for construction, protection of public health or safety, or 'other special condition,' and separately empowers the Director to 'allow street closure in conjunction with block parties, fairs, festivals, and other similar public events,' with no charge for those closures. That block-party carve-out sits inside the same section that otherwise requires a right-of-way permit and fee for every other street closure: no fee applies if at least one traffic lane stays open for the full duration and the closure lasts no more than one day, but any closure beyond that triggers a fee set in the City's Schedule of Fees.

For any permit longer than 24 hours, the Director can revoke it outright if the closure turns out to be 'deleterious to public safety,' against the public interest, or tied to unlawful activity on-site, and no part of the permit fee is refunded on revocation. The Police Department and other emergency responders must be notified of every closure performed under this section. The section also bars leaving paving material, equipment, or barricades in the roadway outside the permitted work window, and requires any incomplete street cut to be protected per the Design and Construction Manual until backfill is finished. S. S. six days a week and all day Sunday, except during an actual emergency.
