Hampton, VA Special Events & Permits: Parade Permits (2026)

Under Hampton City Code Ch. 25, it is unlawful to organize, start or participate in any parade on a city street, sidewalk, park or other public property without a permit from the chief of police. Applications must be filed in writing at least 10 days before the event and detail the route, times, organizer, expected number of participants, and assembly points. The chief of police must approve or deny within 5 days, weighing traffic disruption, fire/police access, and public safety. Funeral processions, military units, and lawful picketing are exempt. The scheme applies to parades and processions; it does not by its terms cover smaller assemblies like static rallies not moving along a route.
