Sec. 42-24 bars anyone from advertising, engaging in, or starting an outdoor public assembly without first obtaining a permit from the director, and that permit does not replace other required approvals such as a special activity permit for road closures, tents, or sound amplification, or a business tax receipt for on-site sales. Sec. 42-25 sets the application window at not more than 180 days and not less than 60 calendar days before the event, though the director can waive the 60-day minimum after weighing public-safety impact and consulting the chief of police.

The application must be signed under oath and disclose the organizer, chairperson, date, hours, expected participants and spectators, exact location, any sound or recording equipment, and whether alcohol will be served or a large group feeding will occur. Fees under Sec. 00 security deposit under Sec. to cover hardscape or landscape damage, refundable within 30 days less repair costs. Sec. requires the director to waive fees and the deposit for expressive First Amendment activity in a public forum where the fee would be financially burdensome.

The director must act on a complete application within 48 hours excluding holidays and weekends under Sec. 42-29, and a denial can be appealed to the city manager within five days and then to city council under Sec. 42-30.
