Rockland County, NY Special Events & Permits: Parade Permits (2026)

Rockland County Code § 315-24, Meetings, exhibitions, parades and racing, bars a long list of activities on any park or parkway under the Rockland County Park Commission's jurisdiction without first obtaining a Commission permit. It reaches erecting a structure, stand or platform; holding a meeting; performing a ceremony; making a speech, address or harangue; exhibiting or distributing a sign, placard, notice, declaration or appeal; staging a dramatic performance, interlude, opera, ballet, play, minstrelsy, dance, motion picture, public fair, circus or acrobatic show; and racing a horse or vehicle for a stake or bet.

The section's second sentence deals specifically with parades: no parade, drill or maneuver of any kind may be conducted, and no procession may form for a parade or proceed in the park or on a parkway under Commission jurisdiction, without a permit from the Commission. Under the chapter's general permit rule, § 315-4, that permit authorizes the parade only to the extent it follows the permit's own terms and conditions, and the Commission can revoke it for any violation by the holder or the holder's agents, keeping fees already paid and holding the holder liable for further damages.

Chapter 315 applies only to land under Park Commission jurisdiction, not to public highways, so a parade route that runs on town or village streets outside a county park or parkway is that municipality's permitting decision, not the county's.
