No person, association or corporation shall hold, conduct or take part in any parade, procession or the like through, in or upon any public street, highway or place in the city without first having obtained written permission from the Director of Public Works or his designee as hereinafter provided.

The Chief of Police must also approve the route under § 355-5 before a permit issues.
