Full Breakdown
01 defines broadly to include circuses, carnivals, bazaars, festivals, exhibitions, athletic contests, and outdoor beer gardens, and any other public spectacle detrimental to public health, safety, or welfare. 02 applies the permit requirement to events on both county-owned real estate and privately owned real estate within Lake County, so a private landowner hosting a festival needs the same permit as an organizer using county property. 09 requires the application to go to the Clerk of Lake County on the Board of Commissioners' prescribed form, filed at least ten days before the Board meeting where it will be granted or denied, with a $100 filing fee waived only for not-for-profit applicants.
10 has the Clerk issue the permit once the Board approves the application. 08 requires an electrical and fire inspection by the county. m. Sunday with a "no minors" area, amplified music and noise must end on the same schedule, parking must be arranged with the Lake County Police Department and cannot use residential streets without the Chief's permission, and the event must provide security at a level the Chief of Police sets.
Violations & Fines
An outdoor event operating without the Chapter 114 permit, or violating any of its conditions, exposes the sponsor or operator to a fine up to $2,500 under § 114.99. The Chief of Police of Lake County or an authorized department representative can also shut the event down on the spot for a flagrant violation and confiscate the permit that had been issued.
