Summary
The Board of Supervisors can temporarily close unincorporated county streets for parades, celebrations, and special events by resolution, when needed for public safety.
Pursuant to the authority granted in section 21101(e) of the Vehicle Code of the State of California, the Board does hereby authorize the temporary closing of a portion of any street in the unincorporated area of the county for celebrations, parades, local special events, and other purposes upon resolution of the Board, when in the opinion of the Board such closing is necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing.

Full Breakdown
Under Section 10-2700, adopted pursuant to Vehicle Code Section 21101(e), the Board of Supervisors can authorize the temporary closing of a portion of any street in the unincorporated area for celebrations, parades, local special events, and other purposes, whenever the Board decides closure is necessary to protect people using that street. Section 10-2701 requires every closure request to be processed and reviewed by the Department of Public Works, Permits Section, before the Board acts: there is no staff-only approval; a parade organizer needs Board action, not just a permit clerk's sign-off.
Violations & Fines
Closing a county street for a parade or event without a Board resolution and prior Public Works review under Sections 10-2700–10-2701 is unauthorized and can be treated as an unpermitted street obstruction.
