Stockton, CA Special Events & Permits: Parade Permits (2026)

Under SMC § 10.04.360, it is unlawful to conduct, manage or participate in a parade without a written permit issued through Chapter 12.72's special event process. Section 12.72.060 makes it unlawful to conduct, promote, manage, aid or solicit attendance at any special event, which by definition covers parades, without a permit from the City Manager or designee. Applications go to the City's Event Manager and must be filed at least 45 calendar days before the event; late filings 30 to 44 days out draw a late fee, and the City refuses applications filed within 29 days of the event date (§ 12.72.110(A)).

The application must list the route, assembly and disbanding points, number of participants, vehicles and animals involved, sound equipment, and security and medical staffing (§ 12.72.130). Organizers must carry general liability insurance in an amount the Risk Manager sets, filed at least 45 days before the event (§ 12.72.210), and pay a $250 cleaning deposit plus the City's actual personnel and equipment costs (§ 12.72.240). Demonstrations of 100 people or fewer that use no vehicles, animals, fireworks or sound equipment are exempt from the permit itself if the organizer notifies the Chief of Police and files a special event checklist at least 72 hours ahead (§ 12.72.070(A)(8)).

The City Manager may deny or revoke a permit for safety threats, false statements, missing insurance, or failure to obtain other required permits (§ 12.72.180, § 12.72.230); denials and revocations go to the Special Event Appeal Committee, which must hear the appeal within 10 calendar days of a written appeal filed within five calendar days (§ 12.72.190).
