Sec. , and makes it unlawful to enter or remain in a park outside those hours without a use permit, unless the area is otherwise designated by the city or is being used for an authorized city program; the City Manager, a designee, or an on-duty police or fire supervisor can also close any park or part of one at any time to protect park property or public health, safety or welfare. Subsection (B) requires a city permit for the exclusive or special use of park areas, special-use facilities, buildings or trails, and specifically requires a permit for any entertainment, tournament, commercial filming, exhibition or other special use that can reasonably be expected to draw 25 or more people or that could have a detrimental effect on park property or other users; the city can require security, insurance or a security bond be posted before the event.

Violating any condition written into an issued permit is itself unlawful. Subsection (C) adds a use-fee rule: using a permit-required facility or area without paying the applicable fee is unlawful unless the city waives payment. The chapter's definitions section, Sec. 01(B), defines PERMIT/SPECIAL USE PERMIT simply as written permission obtained from the city to carry out certain activities, and names the Director of Recreation and Parks or the Director of Operations and Maintenance as the officials administering park operations.
