Under Code of Ordinances § 46-36, anyone who wants to hold a tournament or special event at a Coweta County parks and recreation facility, from athletic fields to community centers, must first sign an agreement with the parks and recreation department. Recreational league play always takes priority over tournaments and special events, and only associations already operating under an agreement with parks and recreation, or sponsors who enter into their own event agreement, may reserve a facility. The sponsor pays rental fees and any other fees the board of commissioners sets, and before any advertising for the event goes out, the sponsor must submit and get approval for all required forms, supporting paperwork, and payment of fees.
Tournaments must be sanctioned by a recognized athletic governing body, and every vendor working the event, including any concessions, must be approved by parks and recreation and hold its own required permits. No admission, entry, or parking fee can be charged without the parks and recreation director's approval, and the director can require documentation of expected and actual collections. Sponsors running an event for charitable purposes must show proof of 501(c)(3) status. The sponsor must keep a physical presence at the facility throughout the event and return it, including athletic fields, to the condition it was in beforehand.
The director may deny a request that conflicts with chapter 46, creates a safety issue, or overburdens parks and recreation staff, and can cancel any event for noncompliance with county ordinances or department policy. A written denial may be appealed to the county administrator within ten business days, and the administrator must rule within 30 business days in a decision that is final. Section 46-38 extends these same rules to county community facilities such as the Expo Center, fairgrounds, and community centers.
Violations & Fines
Under § 46-39, knowingly violating any provision of chapter 46, including the tournament and special-event rules in § 46-36, is an offense against the county punishable by citation before the magistrate court. A conviction carries a fine of up to $1,000.00, imprisonment of up to 12 months, or both. Parks and recreation can also cancel an event outright, and the director's denial or cancellation decisions are appealable in writing to the county administrator.
