Eugene, OR Special Events & Permits: Park Event Permits (2026)

Eugene's land use code treats event camping as a narrowly permitted exception, not a general park reservation system. Under Table 9.2630, camping is only allowed in the PRO zone when it is directly related to a special event, and EC 9.2631(1) sets the terms: a maximum of 9 continuous days, the camping must be tied to a special event held in or very near the site, and 'a special event permit from the city is required to ensure that the camping is managed in a safe manner with minimal impacts on surrounding property.' The city applies the identical standard to the PL Public Land zone at EC 9.2683(1), which requires the permit be 'issued by the city' before camping begins, and to event camping at the University of Oregon's /EC East Campus Overlay Zone, where the allowance shrinks to 2 continuous days.

Outside these camping-specific provisions, event-type gatherings such as fairs, carnivals and other major public gatherings in park, education, government, entertainment or religious zones are separately addressed under EC 9.5800(5)(a)2 as temporary activities, capped at 9 consecutive days and 3 events per calendar year in those zone categories, while such events are allowed by right in the PL Public Land zone specifically under EC 9.5800(5)(c)1. Because Eugene routes park special events through this land use code rather than a stand-alone reservation ordinance, an organizer planning to camp overnight at a park event needs the city-issued permit under EC 9.2631 or EC 9.2683 in addition to any facility-use arrangement with the parks division.
