County Code § 13.9-23(a) requires any group or organization seeking to use a county park or recreation facility for a picnic or other recreation purpose to register in advance, following the operational procedure that applies to the specific facility requested. Section 13.9-23(b) separately requires anyone taking part in activities the parks and recreation department itself organizes to register through the department before participating. Under § 13.9-23(d), the department's authorized personnel are charged with enforcing both the registration fees for activities and the rental fees for parks and recreation equipment and facilities, and § 13.9-23(c) gives department personnel the right to enter any park building, structure or enclosure at any time, including areas leased or set aside for private or exclusive group use.

Groups planning to bring alcohol must separately obtain a special permit from the department, since § 13.9-24(1) bars alcoholic beverages in a county park or facility unless a permit allows beer and wine in non-glass containers for a special event. Interfering with, hindering or opposing a parks and recreation officer, agent or employee carrying out these duties or enforcing park rules is itself grounds for suspension from using county park facilities under § 13.9-24(3).
