Full Breakdown

Sec. 27-11(b) sets the standards for a Knox County park special-events permit. A person seeking one must file an application with the appropriate parks and recreation director, who issues the permit only upon finding that the proposed activity will not unreasonably interfere with or detract from the general public's enjoyment of the park; will not unreasonably interfere with or detract from public health, welfare, safety or recreation; is not unreasonably anticipated to incite violence, crime or disorderly conduct; will not entail unusual, extraordinary or burdensome expense or police operation by the county; and that the desired facilities have not already been reserved for other use at the requested day and hour.

Once issued, the permittee is bound by all park rules, regulations and ordinances as though written into the permit itself. The person or persons holding the permit are liable for any loss, damage or injury caused by their own negligence during the event, and must provide a certificate of insurance before the event takes place. The director can revoke a permit upon finding a violation of any rule or ordinance, or for good cause shown, at any point before or during the event. Sec. 27-11(a) adds that no group can use an athletic field posted as requiring reservations without one, though informal, non-team neighborhood use of ten people or fewer on an unposted, unlocked field remains allowed without a permit.

Violations & Fines

Holding an event or reserving a field without the required permit, or violating a permit's terms and the park rules incorporated into it, is grounds for on-the-spot revocation by the director under Sec. 27-11(b)(5) and can draw the general Sec. 1-4 penalty of up to $1,000.00 per violation where no more specific fine applies, plus ejection under Sec. 27-13.

Frequently Asked Questions

How do I get a permit for an event in a Knox County park?
File an application with the parks and recreation director under Sec. 27-11(b). The director issues the permit after finding the event will not unreasonably interfere with public enjoyment of the park, will not incite disorder, will not require unusual or burdensome police resources, and that the facility is not already booked for that day and hour.
Do I need insurance to hold a permitted park event?
Yes. Sec. 27-11(b)(4) requires a permit holder to provide a certificate of insurance before the event, and makes the permittee liable for any loss, damage or injury caused by their own negligence during the event. Skipping this step is grounds for the director to deny or revoke the permit.
Can the county revoke my park event permit?
Yes. Sec. 27-11(b)(5) lets the director revoke a special-events permit upon finding a violation of any rule or ordinance, or simply for good cause shown, at any point before or during the event, and Sec. 27-13 authorizes park staff or the sheriff's department to eject anyone violating park rules.
