(a)A person seeking to host an event at a city park or facility shall seek issuance of a permit(b)The administrator may issue a permit hereunder when:(1)The proposed activity or use of a park will not unreasonably interfere with or detract from the general public enjoyment of the park;(2)The proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety, and recreation;(3)The proposed activity or use is not unreasonably anticipated to incite violence, crime, or disorderly conduct;(4)The proposed activity will not entail unusual, extraordinary, or burdensome expense or police operation by the city; and,(5)The facilities desired have not been reserved for other use at the day and hour requested in the application.(c)The permittee shall be bound by all park rules and regulations and all applicable ordinances fully as though the same were inserted in said permits.(d)The person to whom a permit is issued shall be liable for any loss, damage, or injury sustained by any person whoever by reason of the negligence of the person to whom such permit shall have been issued, and shall provide certificate of insurance before the event required by the city's "Transfer of Risk Guide for Special Events."(e)The administrator shall have the authority to revoke a permit upon a finding of violation of any rule or ordinance, or upon good cause shown.
