Sec. 17-287(a)(2) lists the specific places where a vehicle cannot stand or park, even momentarily, except to pick up or discharge passengers: within five feet of a public or private driveway, within fifteen feet of a fire hydrant, within twenty feet of a crosswalk at an intersection (unless the division of engineering has installed signs, markings or meters allowing it), within thirty feet on the approach to a flashing signal, stop sign, yield sign or traffic control signal, within twenty feet of a fire station driveway and within seventy-five feet on the opposite side of the street from a fire station entrance when properly signposted.

This sits alongside the broader list in Sec. 17-287(a)(1), which bars parking on sidewalks, in intersections, on crosswalks, alongside street excavations, on bridges without signed permission, and in front of curb cuts or access aisles for people with disabilities. Sec. 17-286 makes clear these prohibitions apply at all times unless a sign specifies otherwise, and that a posted time limit does not excuse a driver from also obeying these more restrictive placement rules. Separately, Sec. 17-296 requires every parked vehicle to sit with its right-hand wheels within twelve inches of the curb and facing the direction of travel, which is the city's mechanism for barring wrong-way curb parking. None of these sections state their own penalty, so enforcement runs through parking tickets and the general penalty clause.
