Knox County's vehicle ordinance (O-12-09-101) prohibits storing an abandoned or inoperable vehicle on public or private property for more than 48 hours. An inoperable motor vehicle is one that lacks an engine in running condition, four tires, a battery, and a valid state license plate, has been abandoned, or cannot practically be repaired. An abandoned vehicle is one left on public property over 30 days, or illegally on public property or on private property without consent over 48 hours. On private property a 30-day removal notice may be issued. The Knox County Sheriff also has authority under Tennessee law (TCA Title 55, Chapter 16) to tow abandoned vehicles.
A Codes Enforcement Officer tags the vehicle; it must be removed within 48 hours of tagging or Knox County removes it at the owner's expense. Appeals go to the Board of Zoning Appeals (865-215-2325).
