Knoxville, TN Special Events & Permits: Parade Permits (2026)

City Code § 19-67 requires a parade permit from the chief of police before anyone organizes, forms, or joins a parade, march, ceremony, exhibition, or similar procession on a city street, park, or public place; funeral processions and supervised school activities are exempt. Applications must be filed at least three days in advance with route, timing, and organizer information, plus a ten-dollar fee. The chief must act within two days and issue the permit if the parade will not unduly disrupt traffic or emergency services, provoke violence, or serve solely as private advertising; he may attach conditions and may charge the applicant for street cleanup or repair costs.
