B. Authorized Operations: No person shall operate any concession, business or enterprise at or on Ada County parks and waterways property without the Board's prior written authorization. C. For the public's safety, to control traffic flow, crowd control, and to avoid littering, no signature gathering or other public forum activities shall take place in the parking lots, streets, or pedestrian gate entry areas of Ada County parks and waterways property. 2.
