Section 12.14.030(Y) prohibits conducting or carrying on any celebration, parade, service, or speech making in a county park without first obtaining permission from the supervisory authority or the county commission, and this applies across every publicly dedicated park, trail, and recreation facility in the unincorporated county under Section 12.14.020. Event organizers who also want a concession stand need a separate license or permit under Section 12.14.030(M), and anyone planning to serve alcohol needs the county commission's own permit under Section 12.14.030(W). The county commission can also grant a case-by-case exception to the parks' general animal ban for a special event under Section 12.14.030(G)(5), which matters for anything involving livestock, working animals, or off-leash dogs. The sheriff's department and the supervisory authority both hold enforcement authority for all of this under Section 12.14.040, and the supervisory authority consults with the sheriff's office and the county attorney's office on the rules it sets.
